Based on the description, it seems that this first phase will include the Hogwarts and Hogsmead part of the attraction only - and will not include the Hogwarts Express or Diagon Alley sections at that time. Still, sunny California will be able to see the magic of the 3D Hogwarts ride, ride the Hippogriff roller coaster and have some butterbeer while strolling the shops of Hogsmead!
